No storyline, per se, it's just The Beatles stretching from being John, Paul, George, and Ringo, the teen idols, they were trying to escape that a bit and developed these personas, like Billie Shears.

If I remember the "Beatles Anthology" correctly, Paul McCartney was quoted as saying that the Beatles as a group wanted to form an imaginary "alter-ego"-or imaginary-band which would allow them the creative freedom to try a variety of new ideas that were not part of the typical "Beatles" mode. This "freedom" resulted in their using revolutionary recording techniques originated by producer George Martin as well as the flowery lyrics and unorthodox musical instruments so particular to this album. Obviously, most critics including myself-who was 14 years old when this album was released-feel that the Beatles achieved their goal!!

I agree with Pink Floyd being the best int his area. "Tommy" byt the Who was ground breaking, David Bowie's "Ziggy Stardust & the Spiders From Mars" was good; "Alice Cooper goes to Hell" was another good one. I read once where KISS "Destroyer" was considered a concept album; not sure. "The Elder" by KISS was a total loser in my opinion. Syx "Paradise Theater" was pretty good too. Don't forget "Aqualung" by Jethro Tull.
