You'd need an A (maj 3rd) for that to be Fadd9. Without A you have Fsus2.


Your second chord strikes me as more of an F#11 with the 3rd in the bass than any sort of A chord.


Like always, though, it can be pretty tough to name a chord in isolation... how it's being used has a lot to do with it.
