This is basically a diminished arpeggio that ascends into a descending e minor arpeggio.

Start the sequence with your index finger, sliding down to get the D# on the 11th fret. Use whichever fingering feels best to you for the ascending diminished arp, but make sure you use your pinky to fret the D# on the 16th fret of the B string -- you NEED to start your e minor descent with your ring finger on the 15th fret (unless you're capable of Vai freakishness...).

Here's the tricky fingering for the descent on the E string: 14th fret (middle)-12th(index)-11th(index)-12th(pinky!)-7th(index).
