This jig (an Irish dance) was originally in 6/8 time.
The pickup notes at the start balance the incomplete measure at the end.
Here's the chord progression starting from the first full measure:

The rhythm is one chord on the first beat of the measure and one on the 4th 8th note. (The & of 2 in 3/4 time.) This gives the sound of 6/8 time.
