This is all fingerpicked, you'd have a hard time doing it with a pick, and it sounds a lot worse. The high notes in measures 14 & 18 (the last 3 in the bar) are actually harmonics on string 4/fret 12, string 3/fret 7, and string 2/fret 7. Let them resonate as you play the 3 low chromatic notes proceeding them.
